successful construction projects. Many projects fail to meet high-
quality standards due to the absence of a cohesive and well-
managed CQC program. To ensure excellence, a CQC program
should be implemented from the very beginning of each project
and maintained throughout its lifecycle. It must be overseen by
highly qualified professionals stationed on-site to ensure strict
adherence to design specifications, safety protocols, and quality
standards at every stage of construction

Our operations began in the United States, where we established a strong foundation in engineering, procurement, and construction. As demand for our expertise grew, we expanded into the international arena, including Canada and the Kingdom of Saudi Arabia (KSA).
Many U.S.-based projects were led by one or more of our principals under different company names. However, the knowledge base and experience they contributed were instrumental to the success of every initiative.
Our leadership team—Dr. Hossein Sabbagh, Mr. Abdullah Sulaimani Ramhormoz, and Mr. Shayan Nejadian—form a cohesive group of seasoned professionals. Dr. Hossein Sabbagh is a Ph.D. engineering professional with Professional
Engineering (PE) credentials in multiple U.S. states, including California,
and holds top-tier construction licenses in California, Arizona, Oregon, and
Florida. With over 35 years of domestic and international experience, he has
led initiatives in project development, project financing, engineering design, construction management, and the negotiation and execution of multi-disciplinary projects ranging from $5 million to over $200 million.
Dr. Sabbagh has overseen full corporate operations for a multi-million-dollar
international red-light enforcement company, managing teams across
construction, maintenance, contracting, and technical services. He directed
the maintenance of more than 1,500 red-light and speed camera systems
across the United States and led the design and construction of hundreds of
red-light systems in both the U.S. and the Kingdom of Saudi Arabia (KSA).
In addition, he has successfully raised capital and managed the development
of proprietary traffic-related products, guiding them from R&D through
testing, production, and marketing—demonstrating a rare blend of technical
expertise and business acumen.
Mr. Abdullah Sulaimani Ramhormoz is a distinguished construction professional with a degree in Construction Engineering. As the President and owner of BearStar Enterprises, Inc., he has earned recognition as both a successful business leader and a highly accomplished engineer, receiving several prestigious honors from the United States Government, including:
U.S. Army Corps of Engineers Certificate for Construction Quality Management for Contractors – This certificate is considered the second-highest quality management credential awarded to individuals in the U.S., following NASA’s certification. It qualifies Mr. Sulaimani to serve as a Quality Control Manager for all aspects of U.S. government construction projects, excluding, NASA-related, work.
U.S. Small Business Administration Regional Prime Contractor of the Year and Award for Excellence – A testament to his outstanding performance and leadership in federal contracting.
A U.S. Capitol-flown flag, awarded at the request of Senator John Kerry, an honor reserved for a
